For the Lullaby Potion, you'll need to either apprentice under Radovan, the blacksmith in Tachov, or charm the recipe out of him. The potion requires oil, poppy, and thistle, which you can find in the garden next to the apothecary in Troskowitz.
Once you've brewed the potion, head to Zhelejov and pour it into the bull's trough. When the bull falls asleep, approach it and start painting. After completing this task, return to Prochek to report your success. This is also a good time to speak with Olbram to start the Frogs quest and help him get revenge on Tachov.
Find Old Olbram near the meadow in Zhelejov and agree to retrieve the maypole to begin the Frogs quest. This will set you on a mission to steal the Tachov maypole at night.
Approach the maypole in Tachov during the evening. You'll encounter Henrik, the guard. You can either knock him out or, if your Speech skill is high enough, charm him. Engage Henrik in conversation about Manka and persuade him to leave his post for a secret date. After arranging this with Manka at the inn, return to Henrik. Once he departs, climb the maypole and cut it down.
Report back to Olbram, who will commend your efforts and request one more task: chase the sheep out of the Tachov pasture and administer a digestive potion to Alshik.
