The only way for Pokemon GO players to get Dhelmise is by participating in 3-Star Raids featuring the Sea Creeper Pokemon as the boss during the Beloved Buddies event. This means you'll need to defeat Dhelmise in these Raids to have a chance to catch it.
Dhelmise is a Grass- and Ghost-type Pokemon in Pokemon GO, making it vulnerable to Fire-, Dark-, Ice-, Ghost-, and Flying-type attacks. These attacks will deal 160% super-effective damage.
On the other hand, Dhelmise is 63% resistant to Grass-, Water-, Electric-, and Ground-type attacks, and 39% resistant to Fighting and Normal-type moves.

No, Dhelmise cannot be Shiny in Pokemon GO at this time. When you defeat it in a 3-Star Raid, you won't encounter a Shiny variant. New Pokemon typically don't have their Shiny forms available immediately upon introduction. A Shiny Dhelmise might be introduced in a future event, such as a dedicated Community Day.

Shiny encounter rates are higher for some Raid bosses, such as Mega Tyranitar with odds of 1 in 128, and Legendary Pokemon like Enamorus with odds of 1 in 20. However, since Shiny Incarnate Enamorus is not available during Beloved Buddies, these odds won't apply.
Beloved Buddies will include limited-time Field Research tasks, such as catching specific event-themed Pokemon, in exchange for rewards like Stardust and encounters with Tandemaus. Specific tasks will be updated as soon as they're announced.
Like other Pokemon GO events, Beloved Buddies will feature Collection Challenges, tasking players with collecting most or all of the event's featured Pokemon. Details on which Pokemon and rewards will be part of the challenge will be updated on the event's start date, February 11.
