Zenless Zone Zero (ZZZ) plonge les joueurs dans les Hollows, des zones corrompues par l'Ether et regorgeant de monstres. New Eridu, cependant, a trouvé un moyen d'exploiter le pouvoir d'Ether, conduisant à une ruée pour les ressources entre les agences gouvernementales, les entreprises et les gangs. Cela a donné naissance aux Hollow Raiders, des individus en quête de fortune dans les périlleux Hollows.
Les personnages jouables de ZZZ sont tous des Hollow Raiders talentueux dotés d'aptitudes éthériques exceptionnelles. Les joueurs (mandataires) peuvent faire équipe avec des agents d'horizons divers : Hollow Raiders, entreprises de construction, organisations privées et même membres du personnel de sécurité du gouvernement.
Au départ, les personnages étaient classés par type d'attaque, mais HoYoverse a depuis adopté un système basé sur les rôles plus intuitif. Les types d'attaques restent cependant visibles dans les statistiques de chaque Agent.
